Mr Beaver, of course, is speaking of Aslan (the ‘God’ figure in the Narnia series). The children have just learned that Aslan is not a man, as they had supposed, but a lion.
They discover through the rest of the story that Aslan is indeed not ‘safe’, but very, very good.
There’s no further insight I can add. Life with God is not the safe option, but you can trust him to be utterly good.
